| 为评估粮食安全省长责任制的环境效应,本文采用全国31个省份的面板数据,运用双重差分法,实证检验了粮食安全省长责任制对农业碳排放的影响。研究发现:(1)粮食安全省长责任制的实施有助于降低农业碳排放。相比非粮食主产区,这一政策能够使粮食主产区农业碳排放强度和密度分别平均降低0.037个和0.060个单位;(2)机制分析表明,粮食安全省长责任制通过种植结构的调整效应、粮食生产的规模效应和财政支农的诱导效应来降低碳排放;(3)异质性分析表明,粮食安全省长责任制的碳减排效应在东部地区、耕地资源禀赋较少地区以及城镇化水平较高地区更为明显;(4)进一步分析发现,粮食安全省长责任制的实施能显著提升碳排放效率。基于此,本文建议要严格落实粮食安全责任制考核体系,引导种植结构转变、促进规模化生产和增加支农财政投入,在保障粮食安全的情况下实现碳减排。 |

| To evaluate the environmental effects of provincial governor responsibility system for food security(PGRSFS), this study used panel data from 31 provinces across China and employed the difference-in-differences method to empirically examine the impact of PGRSFS on agricultural carbon emissions. The findings were as follows:first, the implementation of PGRSFS helped reduce agricultural carbon emissions. Compared with non-grain main producing areas, this policy could make the intensity and density of agricultural carbon emissions in grain main producing areas decrease by an average of 0.037 and 0.060 units, respectively. Second, mechanism analysis showed that PGRSFS reduced carbon emissions through three channels:the adjustment effect of planting structure, the scale effect of grain production, and the induced effect of fiscal support for agriculture. Third, heterogeneity analysis indicated that the carbon reduction effect of PGRSFS was more pronounced in eastern regions, areas with fewer cultivated land endowments, and regions with higher urbanization levels. Fourth, further analysis revealed that PGRSFS significantly improved carbon emission efficiency. Based on this, it is necessary to strictly implement the assessment system for the food security responsibility system, guide the transformation of planting structures, promote large-scale grain production, and increase fiscal investment in agriculture, so as to achieve carbon emission reduction while ensuring food security. |
