| 当前，我国农村生活污水治理水平低与农业缺水并存，学界呼吁跳出单纯污水处理的传统思维，探索适度处理与资源利用相结合的新模式。近年来，我国农村生活污水治理工作得到重视、成效显著，但仍面临理念滞后、治理体系不完善、标准规范欠缺、系统谋划不足等问题。本文在梳理农村生活污水资源利用研究进展的基础上，分析其工作成效和现实困境，并分别从系统观念、考核办法、标准制（修）订、举措创新、试点示范等方面，提出资源利用实现路径，以期为我国农村生活污水治理提供技术支撑。 |

| The lack of domestic sewage governance in Chinese rural areas and the shortage of water for agriculture have led the academic community to call for breaking away from the traditional thinking of pure sewage treatment and developing a new model that combines the moderate treatment of rural domestic sewage with resource use. China's rural domestic sewage governance has recently received attention, and remarkable progress has been achieved, but prominent problems, such as the lag in governance, the imperfections in the governance system, the lack of standards and specifications, and the lack of systematic planning, need to be addressed. This paper summarizes the research progress on the resource use of rural domestic sewage, analyzes its progress and practical difficulties, and proposes a path to the realization of rural domestic sewage governance in terms of system concept, evaluation methods, formulation and revision of standards, innovative measures, and pilot demonstrations. This study provides technical support for domestic sewage governance in rural areas of China. |
