| 破解流域内制度与生态的边界冲突,以农业可持续发展践行“大食物观”,是保障国家粮食与生态安全的关键。现有研究尚未将农业多元食物供给纳入流域治理框架,缺乏全国尺度的实践探讨。本文构建“价值—制度—要素—激励”四个维度的理论逻辑框架,以长江、黄河、太湖、巢湖典型跨界流域为例,系统分析了多元化食物供给体系建设、制度-技术协同模式、资源要素制度性调整及内生激励机制方面的异同。研究揭示,当前跨界流域农业可持续发展面临价值跃迁、治理协同、生产方式转型与激励体系四方面的挑战；从重构价值导向、完善制度体系、转型发展方式、优化激励机制四个维度提出应对思路。研究可为农业强国建设与跨界流域综合治理提供理论支撑和政策参考。 |

| During the critical transition period at the intersection of national food security, ecological civilization construction, and regional coordinated development strategies, the sustainable development of agriculture in transboundary river basins has become a core proposition to address the "mismatch between institutional boundaries and ecological boundaries" and practice the "Grand Food Concept". Existing studies have not yet incorporated the diversified food supply of agriculture into the basin governance framework, lacking nationwide comparative analysis of models and exploration of institutional innovation. Focusing on three key scientific issues, this paper constructs an integrated analytical framework of "value orientation - institutional optimization -factor coupling - incentive compatibility". Based on the practical exploration of four typical transboundary river basins (the Yangtze River, the Yellow River, Taihu Lake, and Chaohu Lake), it systematically analyzes the similarities and differences in the construction of diversified food supply systems, institutional-technical synergy models, institutional adjustments of resource factors, and endogenous incentive mechanisms. The study reveals four types of challenges facing the current agricultural development in transboundary river basins: insufficient governance coordination, lagging transformation of production methods, intensified spatial conflicts, and shortcomings in the incentive system. Corresponding countermeasures are proposed from four dimensions: reconstructing value orientation, improving the institutional system, transforming the development mode, and optimizing the incentive mechanism. This research can provide theoretical support and policy reference for the construction of a strong agricultural country and the comprehensive governance of transboundary river basins. |
