| 乡村振兴战略下，我国农村人居环境监测面临新任务和新挑战，迫切需要明确发展思路和方向。当前我国农村人居环境监测存在体系不健全、法律法规不完善、监测技术不成熟等问题。本文通过系统梳理分析国外农村人居环境监测体系的发展历程和发展现状，凝练总结出国外农村人居环境监测的先进经验和做法，结合我国农村人居环境发展的实际情况和客观条件，在政策法规、监测技术、标准体系和管理机制等层面，提出对我国农村人居环境监测体系发展的启示和建议。此外，与时俱进地提出了加强农村人居环境中新污染物的监测与管理，为加快推进我国农村人居环境整治增效提质提供科学依据和决策支撑，为推动乡村振兴与和美乡村建设提供借鉴与参考。 |

| Within the framework of the rural revitalization strategy, the rural habitat monitoring of China is facing new tasks and challenges, an urgent need is thus present to clarify the development ideas and directions. The rural habitat monitoring system of China is not sound, the laws and regulations are imperfect, the monitoring technology is immature, and the concerned field faces other problems. By systematically sorting out and analyzing foreign rural habitat monitoring development history and status, this study summarized the advanced experience and practices of foreign rural habitat monitoring. We combined the current status quo and objective conditions of rural habitat development in China and put forward inspirations and suggestions for the rural habitat monitoring system development of China at the levels of policy and regulation, monitoring technology, as well as the standard system and management mechanisms. In addition, this study proposes to strengthen the monitoring and management of new pollutant types in the rural human environment in keeping with the times, providing the scientific basis and decision-making support for rural habitat monitoring in China. Through this study, we provide a reference for accelerating rural human environment improvement and upgrading, and we promote the revitalization of the countryside and the construction of beautiful villages. |
