| 促进乡村环境规划是优化空间资源配置、平衡经济发展与生态保护、实现农业农村绿色转型的重要举措,也是实现乡村振兴战略,促进农业农村绿色可持续发展的必然要求。乡村发展受制于我国城乡二元化结构发展的弊端,已成为限制绿色可持续发展的重点区域和薄弱环节。乡村振兴,规划先行,本文通过解构当前乡村环境规划过程中系统统筹所需兼顾的各环节要素,明确当前政策制度的发展导向及目标,深刻理解乡村环境规划的基本内涵,解析当前实践中存在的现实问题,并提出相应的解决措施及管理途径,以更好地实现乡村绿色发展目标。 |

| Promoting rural environmental planning is an important measure to optimize the allocation of spatial resources, balance economic development and ecological protection, and realize the green transformation of agriculture and rural areas. It is the specific starting point to solve the problem of increasing farmers" income, agricultural development and rural stability, and realize the coordinated development of living environment, ecological environment and agricultural environment. It is also an inevitable requirement for realizing the rural revitalization strategy and promoting the green and sustainable development of agriculture and rural areas. At present, rural development is subject to the drawbacks of the development of China"s urban-rural dual structure, long-term industrialization and urbanization have led to serious problems of rural aging, pollution, and emptying, and have become key areas and weak links that restrict green sustainable development. Therefore, in order to better realize the requirements of planning first, this paper deconstructs all elements of the current rural environmental planning process that need to be taken into account as a systematic overall plan, defines the development orientation and objectives of the current policy system, deeply understands the basic connotation of rural environmental planning, finds the practical problems existing in the current practice, and puts forward corresponding solutions and management approaches. To better achieve the goal of rural green development. |
