Construction and application of stereo monitoring and evaluation system for agricultural non-point source pollution in China

Abstract:
      Based on the agricultural non-point source(NPS)pollution monitoring and evaluation status in China and the supervision functions of the Ministry of Ecology and Environment(MEE), with the supervision goal of continuous improvement of water ecological environment and the national strategic requirements of modern and high-quality development, a comprehensive technical system for national agricultural NPS pollution monitoring and evaluation was constructed using space-sky-ground monitoring collaborative monitoring and model simulation, a full coverage stereo monitoring and evaluation system was formed which combines "one net" with nested point and surface and “one platform” driven by remote sensing technology. Current, this system construction method had been used by MEE to carry out national agricultural NPS pollution monitoring work, since 2022, a national stereo monitoring network for agricultural NPS pollution had been initially established which combines multi-scale remote sensing monitoring of national 250-meter, provincial 30-meter, and regional 2-meter scales and ground traditional monitoring of 175 monitoring zones and 1 936 monitoring points. The composition and application of stereo monitoring and evaluation system were introduced in this study from multiple aspects, including the overall framework, stereo monitoring network and application demonstration. Finally, the existing problems and future development suggestions were summarized to promote the optimization of the stereo monitoring and evaluation system for agricultural non-point source pollution of China and formulate effective water environment improvement management strategies.
