| 为全面掌握依托农村环境综合整治工作的农村生活污水治理现状及问题，指导“十四五”农村生活污水治理，对2008—2018年农村环境综合整治中农村生活污水项目进行了统计分析。结果表明，虽然从国家层面推动实施农村生活污水治理已经跨越三个“五年”，但总体上我国农村生活污水治理比例仍然很低，当前及今后一段时间内农村生活污水治理仍将是农村人居环境改善工作中的重中之重。“十四五”是我国实现农业农村现代化的开局起步期，是夯实农村环境基础设施的重要阶段，农村生活污水治理作为农村环境保护的主要内容之一，亟待在分类聚焦细化资金保障、加强县域规划技术帮扶、完善农村生活污水治理技术供需平台和提升监管水平等方面系统谋划和布局。 |

| To fully understand the current situation and problems with rural domestic sewage treatment based on the comprehensive improvement of the rural environment and guide the undertaking of the "14th Five-Year Plan" for rural domestic sewage treatment, a statistical analysis of rural domestic sewage projects from 2008 to 2018 was conducted. The results reveal that China's agriculture as a whole still accounts for a very low proportion of rural domestic sewage treatment, although the implementation of rural domestic sewage treatment has been promoted from the state level for three "five-year" plans. At present and in the future, the treatment of rural domestic sewage will be the most important work for improvement of the rural living environment. The 14th Five-Year Plan is the initial stage for realizing agricultural and rural modernization in China, and it is an important stage for consolidating the rural environmental infrastructure. As one of the main components of rural environmental protection, rural domestic sewage treatment needs to focus on the classification and refinement of capital guarantee, strengthening the technical assistance of county planning, improving the supply and demand platform of rural domestic sewage treatment technology, and improving supervision level system planning and layout. |
