      为了因地施策促进乡村可持续发展,本文以山东省为例,构建县域乡村地域系统的农业生产、农民生活和农村生态的“三生”评价指标体系,运用空间分析技术、层析分析法与耦合模型,分析乡村“三生”系统的时空发展特征与各子系统耦合协调关系,进一步划分了山东省县域乡村地域系统发展功能区,并提出系统可持续发展的优化对策。研究结果表明:(1)山东省县域系统“三生”综合系统具有明显的东北-西南地域分异特征,其中北部地区的乡村生产子系统发展速度明显高于南部地区,东部地区的乡村生活子系统高于西部地区,生态子系统空间分布均匀,胶东半岛地区水平较高,75.8%的县域乡村各子系统仍然处在耦合磨合阶段,乡村可持续性和协调性有待进一步加强。(2)山东省乡村“三生”系统发展功能区以中低协调发展区为主,占总量的72.3%,具体分为低等协调持续发展区、中协调低持续发展区、低协调中持续发展区、中等协调持续发展区、高协调中持续发展区和高等协调持续发展区等六种类型。(3)针对不同类型县域乡村“三生”系统功能区,必须因地制宜,分类施策。鲁西、鲁西南平原农区、鲁南山地丘陵区等低水平地区通过产业结构调整与转型,提高二、三产业结构比重;鲁中、胶东半岛等中等地区以产业集聚与技术创新为主,形成特色产业品牌;胶东半岛和鲁北的高等协调地区以科学发展与示范建设为主,构建成熟乡村发展模式。乡村“三生”系统以耦合协调机理为依据,科学划分县域乡村发展功能区,对山东省县域乡村振兴战略实施与促进乡村协调发展具有重要启示意义。

      In order to implement local policies to promote rural sustainable development, this article, taking Shandong Province as an example, constructed an evaluation index system of " agricultural production-peasant life-rural ecology " in the county-villages, and analyzed the spatiotemporal characteristics of rural "agricultural production-peasant life-rural ecology" system and the coupling coordination relationship of each subsystem by using spatial analysis, analytic hierarchy process and coupling model. The study further divided the development functional areas of rural regional system in Shandong Province, and put forward some optimizing decisions for the rural sustainable development. The research results show that: (1) The "agricultural production-peasant life-rural ecology" system in Shandong Province has obvious Northeast-Southwest regional differentiation. The agricultural production subsystem in the northern region has a significantly faster development rate than the southern region; Compared with the western region, the peasant life subsystem in the eastern region has higher level; The ecological subsystems in Shandong Province are evenly distributed in space, and the level of the Jiaodong Peninsula is relatively high. 75.8% of the rural subsystems are still in the coupling of running-in phase, rural sustainability and coordination need to be further strengthened. (2) The “agricultural production-peasant life-rural ecology” system development function area in Shandong Province is dominated by low- and medium-coordinated development zones, accounting for 72.3% of the total, specifically, there are six types including low-coordinated and sustainable development zones, medium-coordinated and low-sustainable development zones, and low-coordinated and medium sustainable development zones, medium-coordinated sustainable development zones, high-coordinated sustainable development zones, and high-level coordinated sustainable development zones. (3) The functional areas of the "agricultural production-peasant life-rural ecology" system in different types must take measures to local conditions and classified. Low-level development zones such as the western and southwestern plain agricultural areas, and the southern hilly areas in Shandong Province have adjusted the industrial structure and transformation to increase the proportion of the secondary and tertiary industries. The medium development zones such as central areas and the Jiaodong Peninsula in Shandong Province are mainly focused on industrial agglomeration and technological innovation to build industrial brands. The high-level development zones in the Jiaodong Peninsula and the northern areas of Shandong Provinces will focus on scientific development and demonstration construction to develop mature rural development models. The rural "agricultural production-peasant life-rural ecology" system is based on the coupling coordination mechanism, and scientifically divides the county's rural development functional zones, which has important implications for the implementation of the county's rural revitalization strategy in Shandong Province and the promotion of rural coordinated development.
